Liangjiang New Area: Ein Tor ins Landesinnere

CHONGQING, China, 17. April 2013 /PRNewswire/ -- Mit dem sogenannten Pacific Telecommunications (Chongqing) Data Center wurde am 27. März das 1. Cloud-Computing-Rechenzentrum von Chongqing in der Liangjiang New Area in Betrieb genommen. Das nationale Cloud-Computing-Zentrum wurde in erster Linie zur Offshore-Datenverarbeitung eingerichtet und wird bereits vom Chinese International Electronic Commerce Center sowie von China Telecom, China Unicom und China Mobile genutzt. In Zukunft wird es über 1 Million Server beherbergen.

Die Liangjiang New Area ist an einem wichtigen Punkt angelangt: Laut Sun Zhengcai, dem Sekretär des städtischen Gremiums von Chongqing der Kommunistischen Partei Chinas (KPC), sei von intensivierten Reformmaßnahmen auszugehen, um sich der Welt weiter zu öffnen.

Im vergangenen Jahr startete das Gebiet drei Runden „hunderttägiger Schlachten" und baute dabei Straßen von 211 Kilometer Länge und errichtete vier Brücken zur Flussüberquerung. Das Gesamtinvestitionsvolumen belief sich auf 41,6 Milliarden Yuan.

Auch die Infrastruktur für Logistik, Finanzen, Ausstellungen und Information wurde zügig errichtet. Mehr als 300 Projekte und Unternehmen aus der Verarbeitungs-, Logistik- und Handelsbranche sind seither in das Gebiet geströmt.

Auch das Transportwesen wurde verbessert: Der Jiangbei International Airport hat sein drittes Terminal und seine dritte Start- und Landebahn gebaut, während der Großteil der 2. Bauphase am Hafen von Guoyuan, bei dem es sich um den größten Binnenhafen Chinas handelt, mittlerweile abgeschlossen ist. Zudem wurde die Eisenbahnstrecke Yuxin'ou, die von Chongqing über Xinjiang nach Europa führt, für den Verkehrsbetrieb freigegeben.

Die Chongqing Liangjiang New Area hat die Gelegenheit eines internationalen Austausches der Industrie wahrgenommen und die Entwicklung von neuen hochwertigen Industrien vorangetrieben. Darüber hinaus hat das Gebiet industrielle Elektronik- und Informationscluster begeistert angenommen, sich das neue Halbleiter-Programm von BOE gesichert und IT-Giganten wie Acer und Asus die Möglichkeit geboten, ihre Produktions- und Absatzvolumina zu steigern. Überdies dient die Liangjiang New Area nun auch als Stützpunkt der Luftfahrtbranche: Das schweizerische Unternehmen Pilatus hat seinen neuen Starrflügler und die amerikanische Gesellschaft Enstrom ihren neuen Helikopter eingeführt.

Auch in herkömmlichen Industrien hat das Gebiet nachgerüstet und für umfassende Veränderungen gesorgt. Das 150 Jahre alte Unternehmen Changan Auto hat weiter expandiert, während Honeywell, Hankook und SGMW ihre Standorte in die Liangjiang New Area verlagert haben. Bisher hat das Gebiet über 900 Geschäftskunden angelockt und kann sich mit der Präsenz von 113 Fortune-500-Unternehmen rühmen.

Die Liangjiang New Area hat zudem die Integration von Fertigmaschinen und Komponenten vorangetrieben und den Lokalisierungsgrad von Komponenten dabei auf 80 Prozent steigern können.

Um Anträge und Zertifizierungen schneller bearbeiten zu können, hat das neue Gebiet ein eigenes Zentrum für behördliche Angelegenheiten eingerichtet, das integrierte Untersuchungen und Genehmigungsverfahren ausführt.

Ortsansässige Landwirte haben Veränderungen, aus denen sich drastische Steigerungen ihrer Einnahmen aus Landbesitz ergaben, begeistert aufgenommen. Geschehen ist dies durch die Zuweisung von Land und Pachtland für Umsiedlungs- und Wohnbauprojekte.

Zusätzlich zu umweltverträglichen Baumaßnahmen hat das neue Gebiet keine Mühen gescheut, um die Integration weiterer Industrien im Gebiet zu fördern.

Statistiken zufolge beliefen sich das BIP, die Bruttoproduktion der Großindustrie sowie die Importe und Exporte des neuen Gebiets im Jahr 2012 auf jeweils 12,9 Prozent, 20,2 Prozent und 40,1 Prozent.

Dank der Öffnung und umfassenden Weiterentwicklung der Liangjiang New Area entfielen 40 Prozent des gesamten Frachtumschlags auf die Häfen von Chongqing.
